The Botetourt Planning Commission will consider a request from the Board of Supervisors Monday evening to amend the county’s Comprehensive Plan to move 22.61 acres in Daleville from the Medium Density Future Land Use to the new High Density Residential Future Land Use and to move a 10.96-acre area from Medium Density to Commercial Future Land Use.
Amending the Comprehensive Plan is necessary to consider a proposed new planned community on just over 80 acres on US 220 across from Ikenberry’s Orchard.
The planned community, Fieldstone, also will be before the Planning Commission. The property owners, Baileywick LLC and Hal and Cindy Bailey, have applied to have the parts of the property rezoned from Agriculture A-1 to Residential R-3 (Medium Density), Residential R-4 (High Density) and Business (B-2) to allow for up to 288 housing units and 10 acres of commercial property that will primarily be for offices.
The Planning Commission is also scheduled to hear requests for another Verizon cell tower off Davis Run Road west of Buchanan and for proposed text amendments in the Traditional Neighborhood Development (TND) section of the county zoning ordinance when it meets at 6 p.m. in Fincastle.
Also, RYT LLC has reapplied to rezone .885 acre at the corner of US 11 and Hardbarger Road from the Industrial (M-2) Use District to the Business (B-3) Use District.
The proposed Fieldstone Place development plans— with Fieldstone Place, LLC as contracted purchaser and who’s principal is Robert Fralin— asks to rezone 22.51 acres for the newly approved High Density Residential Use District (R-4), to rezone 46.75 acres to Medium Density Residential (R-3) and to rezone 10.96 acres to Business (B-2).
The supervisors opened the door for that proposal when they agreed in July to hold a public hearing on updating the county’s Comprehensive Plan Future Land Use Map that, if approved, will designate the property for high density residential development. The current Future Land Use Map designates the property for “medium density residential.” R-4 density is allowed in designated Urban Development Areas (UDA), and the Baileywick property is one property away from joining the designated Daleville UDA.
Fieldstone Place plans proposes building up to 288 multi-family apartments on the 22.61 acres if it is zone R-4. The company plans 34 townhomes and 54 single-family homes on the proposed R-3 property and a commercial center on the proposed B-2 property.
According to its rezoning application, Fieldstone Place will be “Harmonious with the surrounding community with a variety of living options in alignment with the Botetourt County Comprehensive Plan and in a way that helps meet the increasing needs of Botetourt County.”
The application references the county’s 2016 Housing Study that identified the need for various housing types and price points.
The application also seeks a special exceptions permit (SEP) to allow up to 15 housing units per acre in the R-4 area.
Overall, the application says the density for the project would be 5.5 housing units per acre, which is consistent with the density allowed for Medium Density developments in the Comprehensive Plan.
At least 20 acres would be set aside as green space, and the developer says a designated greenway easement will be provided along the Fieldstone Place frontage on US 220.
The development plans propose sidewalks within the community, a community center with a pool, clubhouse and fitness center.
The application calls the Fieldstone Place a “carefully planned community” and the developer “confident the new community will further the goals set by the Botetourt County Board of Supervisors, meet the need for new homes and be an addition to Botetourt County.”
RES Springwood Farm LLC, which is owned by Raymolene E. Simpson, is seeking a a Commission Permit and a SEP to construct and maintain a non-illuminated 199-foot telecommunications facility within a 36,422 square-foot area on part of a 163-acre parcel at 1235 Davis Run. Cellco Partnership (Verizon Wireless) proposes building the single-pole galvanized cell tower to help fill in its coverage in the Springwood area north of I-81. The company says it will also improve in-building wireless service in the area and additional capacity
The company’s application also notes it will provide recently-added high definition capacity.
The tower would accommodate up to three additional wireless carriers. It is part of a larger project designed to expand Verizon’s network services in Botetourt areas with low or marginal wireless coverage, the application says.
The Planning Commission and Board of Supervisors approved a cell tower off Lithia Road earlier in the summer that is part of this project.
The proposed location of this tower, though, has already drawn neighborhood resistance because of its visibility; and some are expected to appeal to the Planning Commission for another location.
RYT LLC, owned by Robert Young, owns two parcels at the corner of US 11 and Hardbarger Road— 1.145 acres that is zoned Business B-3 and .885 acre that is zoned Manufacturing M-2.
He wants to build a 100’x90’ addition to a service station building on the property and is seeking to rezone the .885 acre from M-2 to B-3 to allow for the addition.
Daleville Town Center developers proposed making changes to some of the provisions in the TND section of the zoning ordinance, and the county’s planning staff worked with the developers to recommend adjustments.
Daleville Town Center is the only TND-zoned property in the county.
The amendments adjust the minimum lot area for residential uses, the required yards for residential uses, side lot area for single family and duplex dwellings, side yard setbacks for single family dwellings and duplex dwellings, commercial and industrial lot and building requirements, design of commercial areas to allow illumination to project onto multi-family residential uses from another property inside the TND, requirements for a minimum separation of five feet between parking lots on adjacent properties, required off-street parking and loading spaces, and maximum site area in impervious surface for multi-family uses.
The Planning Commission will make recommendations to the Board of Supervisors on all the requests. The supervisors are scheduled to hold public hearings on the requests at its regular meeting August 28 at 6 p.m. at Botetourt Center at Greenfield.
