- Michael A. McCoy II, 21, of Troutville, contributing to the delinquency of a minor, April 18
- Kasey W. Johnson, 24, of Eagle Rock, conspiring with others to incite a riot, April 18
- Zachery L. Blankenship, 26, of Blue Ridge, conspiring with others to incite a riot, April 18
- Xavier F. Hoyt, 20, of New Castle, conspiring with others to incite a riot, April 18
- Caleb W. Burch, 28, of Fincastle, conspiring with others to incite a riot, April 18
- Charles D. Rathburn, 27, of Wyoming County, W.Va., conspiring with others to incite a riot, disorderly conduct, assault, April 18
- Bradley A. Hedrick, 31, of Roanoke, obstruction of justice, April 18
- Dustin C. Ruley, 29, of Buchanan, driving under the influence, hit and run, possession of a Schedule drug, April 20
- Jacob H. Stewart, 22, of Roanoke, driving under the influence, April 23
- Clair D. Maxey, 22, of Salem, assault, April 23
- Ian R. Seymore, 22, of Rocky Mount, assault, April 23
