The Botetourt County Board of Supervisors unanimously approved the FY24-29 Secondary System Six-Year Plan (SSYP) at its June 27 meeting following a public hearing on the recent changes. No comments were made about the recent additions. VDOT’s Brian Blevins went over the recent changes made following the May board meeting.
The plan’s funding is provided through TeleFees ($91,808) and District Grant – unpaved funds ($425,211 in FY 24). The proposed FY24-29 Secondary System budget totals $3,593,911 across all six years.
The proposed priority list now includes:

- Route 645, Fringer Trail**
- Route 712, Stevens Road**
- Route 685, Ball Park Road
- Route 643, Mountain Valley Road
- Route 658, Laymantown Road
- Route 677, Roy Road
- Route 638, Old Hollow Road**
- Route 728, Redbud Lane**
- Route 600, Haymakertown Road**
- Route 767, Blue Ridge Drive**
- Town of Fincastle One-Way Street**

The board additionally approved the appropriation of the FY 24 county budget and the adoption of the Capital Improvement Plan for 2025-2028. Required tax rate and budget public hearings were conducted on May 15 (school budget) and June 15 (county budget). There was also remote access to both the public hearing and the ability to address the proposed budget by a call-in process.
There are no tax increases proposed for 2023. The proposed $129.9 million budget reflects an anticipated 18.4 % decrease in revenues and an 18.4% decrease in expenditures, due primarily to the FY23 budgets’ inclusion of $30 million in bond proceeds to be used for the Circuit Courthouse and Virginia Western Community College capital projects. The FY24 budget for the remaining proceeds for these projects will be re-appropriated in July 2023.
The tax rates per $100 of assessed value for tax year 2023 are set as follows:

The Botetourt County budget for Fiscal Year 2023-2024 is $129,943,034 in total revenues.
