Board appoints Clinton chairman, revises by-laws

The Botetourt County Board of Supervisors held its reoranizational meeting at the beginning of last Tuesday’s meeting in Daleville, appointing Amsterdam District Supervisor Steve Clinton as the board’s chairman for 2024. He has served on the Botetourt County Board of Supervisors for 21 years, which includes five years previously as chairman.

Clinton is a retired lieutenant colonel from the U.S. Air Force, a career engineer, and Citadel graduate with a master’s degree in civil engineering from the University of Virginia. The new chairman is also in active engagement with the Historic Greenfield Preservation Advisory Council and other preservation entities in the county.

“I am honored to take on the role of chair of the Botetourt County Board of Supervisors,” the Clinton said in a recent release. “All of us on the board take our jobs very seriously and we will continue to work diligently together to serve the community. I am so happy to serve alongside my fellow board members to help shape the future of Botetourt County.”

Additionally, the board voted unanimously to re-appoint Buchanan District Supervisor Amy White as the board’s vice chair. She is currently the Dean of Science, Technology, Engineering, and Math (STEM) at Virginia Western Community College. White is a huge supporter of agriculture, the Botetourt Farmer’s Market, and the County Fair. She lives with her family on their six-generation beef cattle farm in Buchanan.

As a part of the reorganizational meeting, the board revised its by-laws. During the discussion, the board officially revised the category of “Citizen Comment Periods” stating that each meeting will have “a citizen comment period for the public to address the Board of Supervisors on topics specific to the agenda.” At the end of the meeting agenda, a citizen comment period has been added for general comments. The supervisors first considered holding separate comment periods at their monthly board meetings last fall.

Following the final comment period, the board will hold a “Board Member Comment Time” for members to discuss any topic. The board notes that board members may or may not respond to comments and presentations by other members during member comment time.

Another revision was made to the category of “Closed Session” stating that any non-Board of Supervisors member attending a closed session will sign a Non-Disclosure Agreement (NDA) before entering the closed session, agreeing that all information discussed in a closed session remains confidential. A signed NDA is effective for one calendar year.
