The Board of Supervisors approved changes to the county’s Comprehensive Plan Future Land Use Map, then voted unanimously to rezone and provide a special exceptions permit (SEP) that will allow Fieldstone Place LLC to develop nearly 80 acres for single-family homes, townhomes, apartments and a commercial area.
The board also finalized an agreement with County Waste of Southwest Virginia that will turnover operations of the county landfill to the company that has an office in Cloverdale, and will move forward with plans for a trash transfer station at that Cloverdale site.
The supervisors approved six resolutions to approve the Daleville development that will be built by Robert Fralin.
The development is designed to include a 10.96-acre commercial area at the front of the property on U 220, a 22.51-acre area for 200 apartments and 46.75 acres for 34 single-family townhomes and 54 single-family houses.
A new type of crossover on US 200 will be at the entrance across from Ikenberry’s Orchard.
The “Continuous Green T Intersection.” The intersection will allow vehicles leaving the new development to get into a far left acceleration lane going south on US 220.
The developer agreed to provide screening and a minimum property line setback of 75 feet for the R-4 High Density portion of the development that joins the Layman Family property on the south.
There continued to be concern from some residents about traffic on US 220. The development, when fully developed, is expected to generate 7,000 vehicle trips a day.
The Board of Supervisors approve rezoning the 80-acre parcel from Agriculture A-1 to the new R-4 High Density, R-3 Medium Density and B-2 Commercial Districts.
The supervisors also approved updates to the Comprehensive Plan Future Land Use Map to show part of the property as High Density and Commercial.
They also approved an SEP to allow up to 15 units per acre in the R-4 District. Several conditions were attached to the SEP.
The current property owners are Baileywick LLC and Hal and Cindy Bailey.
The supervisors have spent several months considering and reviewing Public/Private Educational Act (PPEA) proposals initiated by County Waste earlier this year. Earlier last month the supervisors voted 4-1 to move forward with finalizing a contract with County Waste. At last week’s regular board meeting, the supervisors voted 5-0 to approve the plan.
County Waste will take over the county landfill, close and cap the landfill and, under the contract, get assistance from the county in building a trash transfer station in Cloverdale. That transfer station would then handle county trash for transport to a landfill in central Virginia.
County Administrator Gary Larrowe told the supervisors earlier that County Waste’s PPEA proposal will save the county $11.5 million over the course of the 20-yea contract (with a 20-year option) in today’s dollars.
Other Business
In other business, the supervisors:
- approved a rezoning that will allow RYT LLC to enlarge and enclose an existing building at the towing service on US 11 at the intersection of Hardbarger Road south of Buchanan.
- Amended to the Board of Supervisors’ bylaws to change the time of closed session from 12:45 p.m. to 12:30 p.m.
- Appropriated of funds for a brush truck for the Glen Wilton Volunteer Fire and Rescue Department.
- Approved the Personal Property Tax Relief Act (PPTRA) rate for the 2018 tax year.
- Approved moving forward with a Fire/EMS Station study.
- Proposed amendments to establish a use category for the Greenfield Historical Preservation Area in Botetourt Center at Greenfield.
- Approved advertising for public hearings on proposed Zoning Ordinance text amendments to allow duplexes in the Agricultural A-1 Use District.
- Revised to the penalties charged on delinquent real estate and tangible personal property taxes, allowing more time before the penalties are imposed.
- Approved Zoning Ordinance text amendments to the Traditional Neighborhood District (TND).
• Approved a resolution supporting VHDA financing for The Reserve at Daleville apartment complex.
