Six companies– C&S Disposal, The CFS Group, LLC, County Waste of Southwest Virginia, LLC, First Piedmont Corporation, BFI Waste Services, LLC, and Waste Management of Virginia, Inc.– were awarded solid waste collection service franchise agreements during the Botetourt County Board of Supervisors meeting last Tuesday.
The agreements are for a seven-year term, which will commence on January 1, 2020 and end on December 31 of 2016.
Five out of the six companies were incumbent franchise holders. The new company, Container First Services, has locations in Petersburg, Lunenburg, and Christiansburg. The company operates two transfer stations and two landfills and provides recycling services.
The awarding of the franchises followed an RFP (request for proposal) and a review process. The review of the proposals was conducted Steve Clinton, who represents the Amsterdam District, Ray Sloan, who represents the Buchanan District, and Gary Larrowe, the county administrator. “The committee considered companies’ demonstrated experience and reputation to perform the work, their ability to provide services in accordance with the terms and conditions of the county’s RFP, and other specific factors affecting their ability to provide the required services,” the administrator’s comments that were included in the meeting package said.
All six companies are now able to perform Class 2 services, which includes the emptying of front- and rear-load containers, throughout the county at a rate not to exceed $49.50 per ton. The Town of Buchanan, which contracts independently for services within its corporate limits, is excluded from the franchise service area.
