Buchanan Town Council learns about library’s future, approves contract and grant application

The Buchanan Town Council met April 13 to discuss a range of topics, with a major focus on the future of the Buchanan Library, along with action on community events and infrastructure planning.

Mayor Sue Way presided over the meeting, and Town Manager Tim Mack presented several new business items for council’s consideration.

Botetourt County Library Director Julie Phillips provided an extensive update on the ongoing Buchanan Library project, outlining two primary options under review: renovating the current Main Street facility or relocating to a former commercial property on the edge of town. While no final decision has been made, Phillips indicated the current location is the most likely path forward because it fits within the project’s budget.

The proposed renovation would expand the library to roughly 8,000 square feet, adding new spaces for children, teens, study rooms and programming. However, the project would require closing the facility for up to 18 months during construction and presents ongoing challenges related to parking, accessibility and the building’s age.

An alternate option involving relocation to a former Dollar General site would offer more parking, a single-level layout and lower long-term operating costs. Still, that option would require purchasing the property and exceeds current funding levels. Phillips noted community input has been divided, with opinions split between the two options.

Council also approved a contract for the 2026 “Reggae by the River” event, authorizing an agreement with Sky High Reggae and Lazy Man Dub Band. The contract, estimated between $14,000 and $16,000, covers event coordination, staging and logistics.

During discussion, Vice Mayor Jamie Manspile raised concerns about potential public cannabis use during the event. Although recreational marijuana is legal in Virginia under certain conditions, public use remains restricted under state law. Council agreed additional clarification from the town attorney would be appropriate prior to the event.

In other action, council unanimously approved applying for a Community Development Block Grant (CDBG) planning grant to support water and sewer infrastructure improvements. If awarded, the grant would fund engineering studies to identify priority projects and position the town for future construction funding. Mack said the effort is part of a broader initiative to strengthen infrastructure through planning and policy development.

Additional business included approval for a private event at a town picnic shelter to serve alcohol, pending licensing and insurance requirements, and support for a Buchanan Lions Club movie night in Town Park. Council also reviewed a list of town-owned equipment, directing staff to evaluate surplus items for possible sale or repurposing.

The meeting concluded with updates on upcoming events and ongoing projects, including preparations for Clean-Up Days, Civil War Weekend coming up this weekend, and future council meetings.

Council is expected to continue discussions on the Buchanan Library project as county officials move closer to a final decision.
