
Officials in Botetourt County are trying to clarify how solar projects are reviewed and approved as a proposed solar farm moves through the county’s planning process.
Ahead of Monday’s meeting of the Botetourt County Planning Commission, the county released the first installment of a new public information series called “GovCode,” aimed at helping residents better understand how local and state regulations work.
The inaugural post focuses on solar permitting and explains the difference between projects that are allowed “by right” under zoning regulations and those that require a Special Exception Permit, which must be reviewed by the Planning Commission.
County officials said the series is intended to simplify complex government code, particularly when development proposals draw public attention.
“The goal is to break down complex regulations into simple, easy-to-understand explanations,” the county said in the announcement introducing the series.
The timing of the post coincides with public discussion surrounding a proposed solar farm that was scheduled to be considered during the Planning Commission’s March 9 meeting at the Greenfield Administration Center.
According to the county, the solar project under discussion is not related to the proposed Google data center planned elsewhere in Botetourt County, a point officials highlighted as interest in both projects has grown among residents.
The GovCode post outlines how solar developments are evaluated under county zoning rules and Virginia law. In some cases, solar facilities may be permitted automatically if they meet specific zoning requirements. Larger or differently zoned projects may require a Special Exception Permit, triggering review by the Planning Commission and additional public input.
The county said additional GovCode posts are planned in the future to explain other aspects of local government regulations and planning processes.
The Planning Commission heard details about the proposed solar farm during its Monday evening meeting and voted 4-1 to table the commission permit request until its June meeting.
