Planners hearing mix of 8 zoning requests Monday

The Botetourt Planning Commission has eight public hearings scheduled Monday, Sept. 10 beginning at 6 p.m. in Fincastle.

They include hearings on requests that include a adding zoning regulations related to Home Agriculture, a follow up to a cell tower request on Davis Run Road, a text amendment that will allow Breckinridge Mill to be a short-term vacation rental, a dog kennel and changes to the zoning ordinance park requirements.

The planners will also revisit a request by Frank L. and Patricia E. Bramlett who applied for an amendment to proffered conditions for a vehicle repair business on Blue Ridge Boulevard (US 460) near Bonsack.

RES Springwood Farm LLC and Cellco Partnership for Verizon Wireless, is seeking a Commission Permit and a special exception permit (SEP) for a 199-foot telecommunications facility on part of a 163.192-acre parcel at 1235 Davis Run, Buchanan. The planners tabled the request at its August meeting.

The commission is holding a hearings on:

  • A proposed text amendments to address surfacing requirements for parking areas and storage lots.
  • A proposed text amendments that will allow home agriculture as a use permitted by right in the Rural Residential District (RR), Low Density Residential (R-1), Low-Medium Density Residential District (R-2) and Medium Density Residential District (R-3) zoning districts. The proposed amendments will also establish home agriculture as a residential accessory use and outline use regulations and provide for general requirements such that only chickens (hens only), quail, pheasants, pigeons, doves, rabbits and honeybees are allowed for home agriculture in the residential use districts.
  • A proposed text add Cabin or Cottage, Resort as a use permitted by special exception permit as part of the county’s short-term rental section of the zoning ordinance. Frederick E. Taylor Jr. asked for the text amendment and is seeking a SEP for Cabin or Cottage, Resort in order to operate short-term vacation rentals in the existing mill house and cabins on Breckinridge Mill Road, Fincastle; site of the former Breckinridge Mill.
  • A request by Sean M. Fleming for a SEP for a commercial kennel to board and train up to 20 dogs in the Agricultural (A-1) Use District on 20 acres parcel at 540 Wagon Wheel Run off Timber Ridge.
  • A request for a change of proffers by Wendover Associates LLC related to exterior building materials on a 1.30-acre portion of a 2.05-acre lot at the intersection of Wendover Road and Roanoke Road (US 220) in Daleville.
