Supervisors adopt Greenfield facility usage policy

The Botetourt County Board of Supervisors unanimously voted last Tuesday to adopt a facility usage policy for the Greenfield Education and Training Center at 57 South Center Drive in Daleville.

The county’s Economic Development and County Administration departments relocated from Fincastle to the facility earlier this year.

“As a workforce education and training facility, the Greenfield Education and Training Center was primarily utilized for classes and training during evening hours with considerable space often unused during weekdays and weekends,” the administrator’s comments that were included in the meeting package said. “This led Virginia Western Community College, the building’s lessor and manager, to make space available for rent by businesses, community organizations, and the public for meetings, conferences, training programs, and social functions.”

According to the policy, the Burgess Auditorium and the grounds/parking lots are available to outside groups. The following priorities were included for how use of the facility will be decided: 1). County government operations/functions and public programs/services; 2). Non-county government entities, committees/groups and governmental professional organizations and government-related groups in which the county is a member/participant; 3). Community service organizations which provide a significant portion of their services to county constituents.

The following uses are not permitted for the center according to the policy: political meetings, private individuals or groups, for-profit groups and businesses, and on-going use by parties other than the county government.

After-hours use of the facility, the policy noted, will be considered based on the availability of county staff to open and close the facility or provide audio/video equipment support. A fee schedule that is sufficient to cover the county’s actual staff and equipment costs will be developed and implemented in the future.
